Joy Ndubai, Global Tax Advisor at Action Aid International insists on the fact that Africa is already taxing part of digital businesses: mobile money transactions for instance. However, the debate remains open on whether or not it is the right fiscal policy on the one hand, and whether or not the same can be said about multinationals. The taxation of digital businesses in a context of domestic resource mobilisation was discussed at the 7th Pan Africa Conference on Illicit Financial flows and Taxation (PAC), that held from 1st to 3rd October 2019 at Crowne Plaza, Nairobi, Kenya.
