In 1995 agreement was reached at the global level between civil society organizations and the World Bank to undertake a joint investigation into the impact of structural adjustment policies. Ghana was selected as one of the eight (8) countries in which a Structural Adjustment Participatory Review Initiative (SAPRI) would be implemented. SAPRI was formally launched in Ghana on November 25, 1999. The review it was envisaged would last eighteen months however the process of implementation lasted four years and was finally completed in 2001. An equally important objective was to determine how the participation of Ghana’s civil society could improve economic policy-making. In this sense, at least, SAPRI constituted a major experiment to address the problem of national economic policy-making as well as the promotion and development of a more transparent, inclusive and participatory process of decision-making.
